Take clearcoat off of painted wheels?

Seems paint stripper can get clearcoat off, but parts of my wheels are painted.
I really want to get the clearcoat off and re-spray, as it's turned quite milky where water has got under it. I had the wheels diamond cut, painted and clearcoated a few years ago but they're looking a bit tatty now.
Is there a way of getting clearcoat off without wrecking the paint underneath?
