Garmin Power Lead

I have a Garmin Sat Nav and I want to hard wire the power lead so that I don't have the wire hanging down in the way.
I have got the power lead with the lighter plug on it, I have cut the plug off and there are 3 wires...
Red..Live
Black..Earth
white ?? what does this wire do please ? can I assume it is important or maybe not ?

Thanks for the quick reply. It's a Garmin Nuvi...
all I have done is cut the fag lighter plug off, I still have the voltage reducer, I was just hoping to have 2 wires !! I do sometimes use a USB lead and that doesn't have the reducer on it !!
