Seems like Jeremy Vine has been busted for speeding in Hyde Park. His heinous crime, doing 16MPH in a 5MPH limit.

Speed limits are limits, they may be stupid (and often are) but that doesn't mean you can ignore them.

You do realise he was on a bicycle? There are *no* posted speed limits in the park and speed limits do not apply to bicycles on the road.

I'll double check that but I am not sure they don't (I have never been fast enough to really test the issue!)

Unfortunately the 5MPH limit isn't signed, so how do you know you're not complying?

The point is that neither has the limit posted. Ignorance of the law is no defence.
You have to know the speed limit to pass your test, it is known to a driver.

A cyclist has no speed measuring device and the limit is unknown.

I'm not defending the silly rule but merely pointing out that a defence of "I didn't know about the rule and anyway I can't measure my speed" is a pathetic defence.

If a Polish driver came here in a car with a faulty speedo should we let him off for doing 100mph on the M4?

No. The 5mph limit for cyclists/rollerbladers/etc. in that particular area of Hyde Park. You might have heard in the news that Radio 2 DJ Jeremy Vine was caught and stopped by the Park authorities for exceeding the limit?
