Civics with blanked off exhausts outlets

I've seen a few new Civics that have blanking plates over the exhaust outlets. It has sparked my interest, is this a duel fuel thing?

Thanks, though I am surprised. The exhaust outlet is a major design feature for this model. The cost saving for a couple of little bits of chromed plastic trim won't add up to much against the price of the car.
