Change of hours, Employee not following procedure

Can anyone of with knowledge of employment law advise on this. My partner requested a change to her working hours on the 17th February. Her employer has only just come back to her to arrange a meeting to discuss. My understanding is that this meeting should have taken place within 28 days.
As it did not take place, does it make a difference? she thinks they are going to refuse the change. But need to know where she stands on this point in the first instance.

thanks for the replies Breadvan, it was a statutory request for flexi hours, she currently works 2 1/2 days a week 10-7.30 Mon and Tues and 10 - 2 on a Wednesday. She wants to change her hours to spread over the week to allow time for out little boy to go to nursery. Ironicly we received a letter in the post today to say a meeting has been booked.
