Mobile phone use in the workplace

I'm a employee and I employ 15 staff.
The rule in work time is mobile phone use is not allowed.
However trying to control this is a lost cause.
Just asking how other employers Handel this weather they accept it turn a blind eye etc.
How schools and colleges control this it must be a nightmare.
