Am I over-reacting?

Hello. I work for a large company. My job is decent and the wage is competitive. I am frequently told that I am a good performer and have potential to work my way to the top of the organisation. However the last two promotions I have put in for my manager has been very keen to put me off taking them, blatantly so. The last one he told me that he wanted to retire within a year so I should just stay, but when I didn't get the job he hasn't mentioned that since.

A little bird told me I missed out on the job because the recruiting manager (my managers boss) wanted to keep me where I was so as not to upset the apple cart.

I get the feeling I have been held back to make my managers life easier. But today he mentioned that he wanted me to cover more of his duties (specifically the ones he doesn't like) in the interests of my 'personal development'!

I feel somewhat offended considering I feel like my personal development has been stunted in his interest.

So fellow PHers, what would you do? I am considering seeking other employment within the sector.

It might also be a case of you having to find the right candidate to takeover your existing role before you can move on from it.
That's handled by HR where I work. I merely have to work my notice, although it wouldn't make me popular if I didn't step up training for my current 'understudy' a few months beforehand.
