Retired NHS Midwife wants to get back to work - part time.

I thought I'd ask this here, maybe someone can help.
Mrs Q is a retired midwife, she was asked to do some part time research work, which see enjoys, but after a year she has been told to repay half her annual pension as she has earns 'more than is allowed'.
I'm sure the NHS know what they're doing, but we only have their word for it. Has anyone come across this before? They are crying out for research nurses at the hospital where Mrs Q works, as things stand its not worth her while carrying on but I would be interested to know what others do and if there's a way around it?
