Haggling in the likes of goldsmiths

Can it be done?

Had my TAG carrera stolen last week and I'm pretty keen to replace it, I've seen a couple I'd like to replace it with in the 2 - 3k range, my brother reckons you can haggle discount with many of the high street retailers, is this possible?
