Charitable donations for table water

A couple of times recently I have noticed restaurants / pubs “charging” £1 per person for tap water for the table which then goes to charity. When did this practice start?
Is it even legal as I thought places that served alcohol had to serve free water? Or is it a ruse to make a few £££ either through not giving it to charity (I’m sure they aren’t dishonest) or through the % in the tip? Or is it another “stealth tax” that charities seem to be using now?
