Do E marked tyres qualify as 1b 1a list ?

Just looking for some advise as I am usure about this,

Our regs say we can run 1a or 1b list tyres, does the fact that a tyre is E marked make it compliment to the 1a 1b list ?

This is the problem, it's not as easy to understand than it first seems, not black and white at all ?

Technically in the UK the tyre only has to be E-marked in order to be sold for road use in the UK.

But if the tyre isnt E-marked and you are using it on the road, it opens up the whole Construction and Use rules which are even harder to understand than the MSA Blue Book, unless the tyre is very blatantly obviously a road tyre with full visible and legal tread.
This is exactly the problem, it's not clearly defined enought !
