emissions and road tax

a couple of thoughts came to me regarding a brand new built/registered Ultima GTR

how are they on emissions without cats - are they tested at the higher level as an older import car would be as they are not on the database to reference against?

and road tax - again whats the rate for these cars, new cars are taxed on emissions and these cars must be fairly high - but again if they are not on the database do they go down as the pre emission rate (2001 i think)

or as these are low volume cars or self build do they have special rules?

good news on the tax then, so the factory exhaust comes with cats then? if the engine is a brand new LS7 for arguments sake then it will need to be tested as new
