Adjusting Front Clip

I need to ease the nearside rose joint out about 3mm. I have the car on axle stands and hoped to get at the 2 nuts for this adjustment. From the bottom the floor is in the way from the top the radiator seams to be in the way. Do I need to remove the clip completely to sort this?

Thanks for the picture and info Kelvin. Apart from removing the clip completely I don't think I can get at the locking nut behind the frame to allow me to rotate the rose joint to give the forward movement I need, and even then I'm not sure if it will accessible. I didn't build it so I don't know how it went together.
