Importing into Australia - HELP

Hi all, my Evo kit (well half of it) is on it's way to Fremantle Western Australia but I am having trouble with the Customs requirements. I have tried 3 Freight Forwarders who are all saying that I need 'clearance' from Canberra to confirm it should not be classed as a complete vehicle! I have stated it is basically a chassis, bodywork and a few other pieces but does not have an engine, gearbox, suspension, wheels, etc. Can anyone from here help?
