Though I still think he is wrong about the cuts, he is right when he says that in order to stimulate the economy again we need to cut taxes to encourage businesses and people.

The tax cuts are needed.
At the moment it is still too costly for people to go out and spend. They just don't have enough disposable income. Reducing taxes would free some of that up.
Also, reducing the taxes paid on employees would help stimulate business to take on more jobs...though, another big hamper to that would be the current employer/employee legislation we have in this country which, frankly, scares a lot of businesses from taking on more employees since they do not want to end up bent over and screwed if said employees turn out to be useless and need to be got rid of.
Spending reduction needs to happen as it is IMO, and I disagree with Balls on that regard (as well as the mess not being Labour's fault.....it quite clearly was!).

Another example of the kinds of Taxes that need to be cut in order to stimulate our industries again!
