because the public sector is not one great big entity but a vast number of organisations, all with differing objectives and thus a single set of processes is impractical

As an example:

Ministry of Defence = buy stuff to kill people
Department of Education = teach kids things
DVLA = register cars and things
Foresetry Comission = manage trees etc
Sport England = funding distribution
