Illegal! Magazine - Big Issue for drug addicts
The idea is that it gives hardcore addicts a source of income that isn't from crime. It actually seems like a fairly good idea.
I guess if an addict is going to keep buying drugs (which they are) then it makes sense to give them an incentive to earn their money in "legal" ways.
