Creating a space industry using the money cold (one would hope) lead to job creation, improved education, industrial manufacturing spin offs, inward investment (from companies wanting to launch satellites).

(Let's face it, Ariane costs us all a packet and with Space X under-cutting them by 75% just how profitable do you think it will be?)
