ISIS membership?

So some woman has been charged with being a member of ISIS. Genuine question, is there such a thing as a formal membership? Do you fill out a form and decide whether to pay monthly by DD, or annually in one lump sum ( with the lump sum do you get a free gift? )

I've not seen a copy but apparently they do publish a sort of annual report and accounts along the lines of "During 2014 £Xm revenue was raised, 0,000 car bombings were carried out a 15% increase on Q4 2013, and 000 decapitations, religious floggings were down by 5% due showing a continued trend as jihadi conditions improve across the region".

I have a new jingle for them "Mums go to ISIS". It would broaden membership appeal.
