Immigration status changes for britexit

Trying to find out for a friends father who's lived here legally 30 years from USA, somebody has told him there was a programme on Radio 5 mentioning that you have to fill in a status form by February this year or then fill in an 85 page document about their life, wanting to know what their grandma had for breakfast?
No info on web..does anyone know???
