'Common Reporting Standard' bank form

I live in the Philippines but have a house in England, and a couple of bank accounts. My bank address is my dads house in the UK.
Yesterday he received a letter for me from HSBC asking me to fill in a CRS form. 'Common Reporting Standard' self certification as to where my tax residence is.
Is everybody getting one of these or just people who live overseas. Do I really need to fill it in or is it another oddball banking fiasco going on??

I have it here, printed out from the web, so easy enough to fill in and post, but whether it gets there is a different matter. I could post it to my dads house, get him to verify it arrived, then he could post it in I guess.
Not too impressed with phoning HSBC from over here, as the last two times I tried I was on hold for 25 expensive international phone call minutes, until I hung up.
