Does your council charge for DIY waste?

Just found out mine (London Borough of Hillingdon) has started charging residents to dump DIY/building waste, even stuff taken in a car, is this the norm now with other councils?

It's only DIY/building waste they're charging for, normal household/recyclables/green are still free.

Oh and Hillingdon do not have wheelie bins! We still use bags.
