Neighbour not displaying yellow site notice for planning app

My neighbour has a planning application in progress with a target date for decision of this Friday. We were formally notified as immediate residents but since the application was registered the plans were not available to view on the council site for over a week due to a 'technical issue' and we've just realised there has been no yellow site notice displayed. Therefore the number of local people aware of the plan is very limited and even if they did take a look at the web site there have been no plans available for a considerable period of time.
What are the consequences of not displaying the yellow notice ?
Have we got grounds to request an extension to the consultation period ?
