Washing line - brick wall - anchor bolt

I need to put one of these into a brick wall.

If it makes any difference the wall will be new (i.e built in the last couple of weeks).
Idea is that one end of a washing line will go on it and the other end goes to a concrete fence post.
My concern is, having seen it happen before, is that when the bolt expands it may cause the brick to crack. I would also be concerned that the load will pull the bricks out.
The washing line is quite long and will take a full load of an 8 or 9kg washing machine.
I assume you should drill into the mortar (in the middle of a joint or corner?) rather than into a brick, but would drilling onto the brick made the connection stronger?
Anyone done this recently and have a view?

As it happens one of the walls it could go into is still buing built
I have some of those anchor shield things left so I can ask if maybe they could put one in tothe wall for me while layign the bricks and then 'engaging it' so it is properly submerged un the morter - maybe that makes it more secure.
Will ask about these as well.

Your Anchor Bolt is way over the top and of all the suggestions on here, is the one more likely to split a brick.

Anyone know any 'real life' chain stores you can buy them in?
The bricks I have are the oens with 3 holes in so there is mortar in the middle. So I need to think so I want one that goes all the way through the brick or just into the middle?
