planning advice please

A friend is toying with building a double garage in his front garden that would be detached from his house. He's unsure as to whether he would need plans drawn up to apply for permission or if he can apply in writing/online first. It would only be a single storey structure. Any ideas on this?

Great, thank you for that. I don't think he wanted to spend money on something that may be declined, but if that's what he's got to do, then so be it!

Probably worth a punt.They might just say there's no chance in that particular spot I suppose, which could save a few hundred quid I imagine.

Unfortunately that's not the case nowadays for quite a few councils, but a good agent should be able to give you sound advice.
