What is this plumbing device?

I have this in the house, at the point where water from my own bore hole comes into the house. I presume it is a pressure monitor? If so, what range would be reasonable? It varies between, if I remember rightly, 9 and 17.

And what do the up/down arrows do?

A trace heating monitor would explain why the number has been increasing from 9 when I moved in back in December to 17 today

I will investigate further.
