Table lamps and 5amp round pin plugs

and no they haven't died out- the apartment is only three years old and they link to a dimmer light switch on the wall.
The light base is metal but cable has no earth.
However for some reason they aren't working- you touch the base to turn them on and then touch to dim. I can hear a click but the bulb doesn't light. Not sure if it's a combination of a dimmer switch on the wall and a dimmer in the lamp??
