How Do You Stop a Dog?

If you see a dog go after another dog, how do you discourage it when it comes for your dog? Assume you've tried roaring at it to no effect. It's not interested in you or its owner shouting, how do you snap it out of attack mode?

My best idea was to try finding some kind of (non-harmful) deterrent spray, if such a thing exists?
