Deter Birds from Car Park

I was round at my mates, who lives in a flat, the other day and noticed in the middle of the residents car park there was half a steak pie and a handful of roasted potatoes. Turns out it's an upstairs neighbour who throws food out into the car park for the birds, which doesn't really seem to be a problem for anyone.
What does seem to be a problem is that it's not scraps this guy is throwing out, it's full steaks, left over take-away, pies and generally large things. The birds are trying to take too much in one go and the food is falling onto the cars as they fly away. Apparently it's been mentioned to the upstairs neighbour before, but he doesn't seem to be too bothered.
My mate goes out and moves the food into the bin when he sees it, but I thought it might be a better solution to find some way of deterring the birds from coming down to get the food. Does anyone know of any type of device or product that might do this?

From what I can gather the guy simply likes to feed the birds and it's something he takes pleasure from. Surely that in itself shouldn't be taken away from the fella?
By all accounts he's a good neighbour otherwise, which is why I reckon my mate doesn't want to stop him, rather minimise crap falling on the cars. Incidentally, my pal has just spent rather a lot on new motors for him and his Missus, which is why I think he's getting a bit pissed.
