Dog bitten crap owner

Out for a walk on a local greenway, my dog on the lead because of cyclists etc.

2 Ladies with 2 dogs off the lead one friendly the other a border terrier comes over to our dog has a sniff then starts biting, hanging off his neck by his teeth.

Shout at the little bleeder and it lets go. The owner comes over and says oh he's naughty. Me he's not naughty he's just bitten my dog, put him on the lead. Her well he's not bitten any other dogs.

We walk off, she shouts after us "I'm only looking after him for a friend, she says he's okay off the lead"
I turn round and look, the little bleeder has now attacked someone else's dog 50m away and causing ructions.

I don't want to appear bhy and sometimes things happen between dogs but really some people. No apologies, no lead, no idea.

No, he's very thick fur round his neck no damage, just a bit of a shock. Funny, I've noticed many border terriers (seem a lot round here) can be very aggressive to other dogs.

One day she'll allow it to pick on the wrong dog/owner.

Our mutt's right as rain thanks. Fortunately this attack is rare, occasionally some snappy handbag throwing but that's usually it.

Funny thing with small dogs. I don't know if it's some sort of Napoleon syndrome but they don't seem to know how small they actually are.
