The rational being that as that economy becomes 'rich' , it's the richest, more privileged that start venturing abroad first with their sense of entitlement and superiority based on their social position back home.

I was thinking something similar. There seemed to be a shocking 'rules don't apply to me' mentality with these chaps. They were clambering over ancient ruins (to be photographed) which were fenced off and that really isn't on imvho. Typically middle aged (with a younger model gf/wife on their arm). One looked particularly sheepish when I told him off in Russian (glad I did that GCSE at school!).
