Funding a public information film targeting MLMs

Driving down the M11 today I was wondering whether there's any legal reason why someone with enough money couldn't create a public information film and buy some ad space to educate people about using motorways.
Perhaps just a 20 second add explaining overtaking lanes and the need to indicate. How much would something like that cost and would you need DoT approval?
Would a kickstarter campaign be able to get enough traction to make it happen?
