But that's the thing, it doesn't matter if it's a good, comfortable zoo or not, if it were to become case law (I'm not sure if it works the same in the US though) then they (all zoos) are falsely imprisoning legal persons. They wouldn't be OK, they would potentially all be at risk. In the UK, AFAIAA, case law serves as a common guideline for judges trying any future cases.
People get sectioned if they cannot work in society. I would imagine sentient creatures who have no idea of how human society works and/or pose a danger to the lives of others would be the same.
