Rusty arches - Prepping for paint

I've just bought a car with bubbling under the paint on a few small patches on the rear arches, and fancy having a bash and prepping them for paint myself (I won't be painting, though).
Is there an idiot-proof guide somewhere to this?
My initial view was to work down through grades of sandpaper by hand (perhaps even finishing with W&D), then treat any remaining rust, wipe down and prime.
