Which route for provisionals/tests?

Hi all, I've done my reading and I think I've worked out the best thing to do, but someone here will know for sure.

We've decided to train another driver at work. He's 23 and has only B licence at the moment. He's been driving vans for us for a while but he really wants to get into trucks. We haven't trained anyone for quite a while now and some things have changed. Our latest driver did his tests in 2002.

I'm trying to look for the best route to cover all the bases - would this be to put him through C and then CE, ignoring C1 and C1E as they'll be included through C and CE?

We are only at the stage that he's got the provisional application and medical paperwork so far. He doesn't want to fill anything in until we know what the best course of action is.
