I don't think he's slagging it of, certainly no more than fans have (and a lot less than others who claim to be fans).All he is saying is we don't need tacky gimmicks to spice things up (or at least no tacky gimmicks that he didn't think of...)

So currently, safety car runs around the track, on its final lap it turns the lights on the roof off, this is a signal that means it will enter the pit lane at the next opportunity, the race will then restart when the lead car passes the restart line (which can be the start/finish line, but not always).
Under the new proposed rule when the safety car pulls in to the pits the race cars will line up on the grid in their current positions and wait for the lights to go out, at which point the race has restarted. Remember at this point any lapped cars will have unlapped themselves so all cars are in position order.
The FIA decided to do this to spice up the racing, it is unpopular with the fans (to put it mildly).
