4x4/Estate Boot Capacities

How are they measured? I understand that on a saloon it will just be the boot itself but on a 4x4 or an estate car, is the measurement to the load cover or to the roof?

My E39 has what I consider to be a pretty large boot at about 460L and was comparing to a Touareg at about 555L and thought it would have been bigger even though that is almost 20% more than the BMW so it got me wondering.

If it is to the load cover, are there measurements available for the entire rear, to the roof?

Do they? I can see figures for seats up and seats down but nothing for with and without parcel shelf?
