Idiot in France.

Evening all. Just got back from France/Belgium this evening. On the A16 coming back from Belgium i witnessed an idiot on the other side of the road driving along shining a green laser pointer at the cars on the other side (my travelling direction) of the carriageway. Whats the worse that could happen ? do they really blind you? why the fk would you do such a stupid thing. I checked my dash cam footage just now but can't find it,maybe its a combo of both rubbish weather and cheap chinese made st dash cam.
