Buying a used car registered in Northern Ireland

Considering the purchase of a car registered in Northern Ireland from a used car dealer in England. The car is in England now.

Any potential problems here?

The last one I viewed had been re registered in NI by someone who lived in Manchester. It was a rebuilt insurance write off and I assume he was trying to hide this, but it came up on my HPI check.

This is the sort of thing I'm thinking about.

Also, do insurers discriminate in any way and is it impossible to put a private plate on such a vehicle?
