Congestion charge for Manchester?

I've been waiting for this to happen since the failure of the travel tax scam in Manchester through democratic means.

I'm deeply suspicious that they get a mayor in place and they can just implement a congestion charge with no referendum.

It doesn't mention a congestion charge but that will be very high on the list of tinpot schemes.

I expect the same will happen in every big city in the UK very swiftly if this is the case.
