I know what you mean.

Funny thing is, I saw a Lotus breadvan the other day. I wanted to look inside at the dashboard and I had to put my hand up to provide a shadow over the window - I didn't even touch the glass as it wasn't my vehicle and the owner wasn't around. I don't know how someone can think that running over a car is acceptable or even clever.

I don't think it matters whether the driver had a disabled badge or not. If he's breaking a law, then he'll get a ticket. Having someone run over the car is still not a valid response to being illegally parked or I'll be rock climbing over delivery vans all day.
