Does a rusted alloy wheel indicate other problems?

I am considering buying this car:

However, as you can see on the photo of one of the wheels, the alloy is rusted. Does this indicate that the car has been kept in damp conditions and could have further rust or rusted brakes?
Would you advise me against getting this case under these conditions?
Also, does the car look like it has had a bump on the back of it (I think part of it look like it has been resprayed with a can of spray paint).

The wheels on that car don't actually look as if they're particularly badly corroded (the word rust is typically only used in connection with corrosion of ferrous metals). Even if one wheel does turn out to be a bad 'un then a used replacement wouldn't be expensive.
The passenger side rear door has a scrape along it, the rear bumper looks as if it's had a bump and the driver's side corner of the front bumper has seen some action. These are all minor low-speed dings by the look of it. The sort of thing you'd expect on a 11-12 year old car. The car itself looks pretty straight if you look at the panel gaps and the paint match of the bodyshell and doors.

I didn't know that alloys are aluminium so just assumed it was rust.

UPDATE: I have decided against the car. Too much about it seems like the car has been uncared for. Even if it isn't rust on the wheel you have all pointed out other minor issues which, although not anything to discourage a sale on their own, discourage me when considered collectively.http://www.autotrader.co.uk/classified/advert/2015...
