What is this mod (classic VWBeetle)

I saw this very tidy VW in Thailand recently and couldn't figure out what the addition of the pipe and bottle was.

Any ideas ?

Never heard it running, we were passing in a taxi and I spotted it so I didn't even get a chance to look closely at it, just thought it looked odd.
