Can anyone explain this sellers concerns on their ebay advert?

It makes no sense to me, but would like to be educated. Otherwise I will just have to assume this is one of those weird A2 drivers off of the weird owners website. (Yes we have an A2

Also I find it odd that a private seller only wants Paypal funds and not cash at a cost of about £130 to him.
