Megane 1.9 dci turbo failure?

Alright guys.
Friend of mine has a 1.9 dci megane (05 reg I think) which sounds like the turbo's blown. Havn't had a look at it yet but he said he was driving home from work and the car just didnt feel like it had any power, was smoking alot and there was a strange sound from the engine which was lower pitched than the normal turbo whistle.
Am I right in thinking this is turbo failure? If so are they hard to replace, is it a dooable DIY job?
