tuned 996TT in classifieds

I've been looking at buying a 996TT over the past few months and have seen this tuned one up for sale, which on the face of it seems good value considering all the work it's had http://www.pistonheads.com/classifieds/used-cars/p...
My only worries are it's a Tip, I wasn't really looking at anything other than a manual so don't really know to much about reliability or being ok with the extra power output.
Also I've noticed that it's changed from one dealer to another over the past week and is £2k cheaper than previously seems an odd thing to me

Dealer has got back to me via email, sent an hpi report and said they have three viewers already, no reply to my request for a ppi.
Where do I stand if dealer refuses a ppi? I wouldn't want to be in a position where I buy car, take to a specialist and be told it needs "xyz" working doing and it'll cost hundreds of pounds.
