How many complaints?

So how many complaints does it take to get a thread shut down? Is there a certain number? Is there a minimum number of unique users that all have to complain before action is taken or can a few complaints prompt this sort of reaction? What decides a thread should be locked rather than just deleting the alleged 'offensive' posts?
