Health and Safety - Rules

Having been to LeMans since 2005 I've noticed Health and Safety becoming more and more strict.
At first we used to get track-side, not anymore, probably sensible.....
Last year we were told no camp-fires!
I've seen security on horseback - guards with Rottweilers!
This year ACO sent an email saying no motorbikes - no paddling pools - no scaffold etc, not that I take the latter but lots do.
I have always used a little paddock bike to get around, this is now not allowed.
Will this be enforced? Is LeMans going to end up like Silverstone i.e too strict with rules.....
