Difference between a black and white/black flag

Quick question...

The MSA video and book seem to offer slightly different descriptions of this in fact the book offers very little difference between the white/black compared to the black??

Thanks guys that's what I kind of guessed, but in the MSA book it says:

"Black & White Diagonal Flag

The driver must stop at his pit within one lap of receiving the signal and report to the Clerk of the Course. A penalty of exclusion may be enforced by display of the Black flag."

I assume its just plain wrong lol!!!
