In fact froze my liver until I stopped and plugged with clothing. Anyone ever investigated?

That is interesting - but you did not find out how the cill was being pressurised from the forward movement of the car. That to me suggests there is an open hole where there should not be one....

I telephoned a professional TVR organaisation. Indeed the cills are pressurised on the drivers side from the hole which you rightly say is at the front of the car on both sides. On the passenger side this feeds the heater unit with fresh air to be mixed. On the drivers side, blows randomly round the car between the skins as you said. Solution is not to block the cill as this moves the issue to the drivers feet. Better to insert some baffles at the rear top of the headlight cavity accessed from the quarter panel after removing the bonnet. I am reliably informed. Baffles = car wash sponges or similar as expanding foam will deform the softer spots of the fibreglass skin if any.
